I really don't think you have any idea what you are talking about, most true otaku/weeaboo's who cosplay cosplay characters that fit their body type to be the most accurate. The ones you are talking about are the fake ones who do it because the whole anime cosplay thing is kinda cool

Oh, I'm thinking of those assholes with their hair slicked back and who talk with feaux Italian accents. They're typically short, wear copious amounts of leather, and are actually quite stereotypically adhering.
